\nMinistria e Mjedisit dhe Planifikimit Hap\u00ebsinor tek sivjet ka filluar ta trajtoj k\u00ebt\u00eb \u00e7\u00ebshtje me prioritet. Ka amandamentuar udh\u00ebzimin e vjet\u00ebr Nr.06\/2006 duke shtuar edhe nj\u00eb nen me t\u00eb cilin obligon operator\u00ebt ekonomik, ve\u00e7an\u00ebrisht prodhuesit e pijeve alkoolike dhe joalkolike, q\u00eb t\u00eb paguajn\u00eb takse retroaktive p\u00ebr gjith\u00eb vitet e operimit t\u00eb tyre.<\/p>\n
Ky nen, q\u00eb ka ngjallur reagime t\u00eb ashpra tek prodhuesit e ujit, i obligon ata q\u00eb brenda nj\u00eb afati dy vje\u00e7ar t\u2019i shlyejn\u00eb t\u00eb gjitha obligimet financiare q\u00eb i kan\u00eb ndaj shtetit.
\nFadil Maxhuni nga Ministria e Mjedisit dhe Planifikimit Hap\u00ebsinor ka th\u00ebn\u00eb p\u00ebr Gazet\u00ebn Fjala se Ministria do t\u2019i p\u00ebrmbahet me p\u00ebrpik\u00ebri Udh\u00ebzimit Administrativ, t\u00eb amandamentuar tashm\u00eb. Ai thot\u00eb se \u00e7\u00ebshtja e pages\u00ebs se taks\u00ebs ka qen\u00eb e rregulluar me hyrjen n\u00eb fuqi t\u00eb Udh\u00ebzimit Administrativ 06\/2006 dhe vazhduar me at\u00eb 02\/2006.
\n\u201cT\u00eb gjith\u00eb detyruesit t\u00eb cil\u00ebt deri n\u00eb hyrjen n\u00eb fuqi t\u00eb k\u00ebtij Udh\u00ebzimi Administrativ nuk i kan\u00eb kryer detyrimet, obligohen q\u00eb brenda afatit prej dy vitesh t\u2019i kryejn\u00eb detyrimet e parapara me Udh\u00ebzimin Administrativ Nr.06\/2006\u201d, ka cituar Maxhuni nenin 12, i cili i ka \u00e7uar pesh\u00eb prodhuesit e ujit.
\nSa i p\u00ebrket totalit t\u00eb borxheve q\u00eb k\u00ebto kompani kan\u00eb ndaj shtetit Maxhuni nuk ka pranuar t\u00eb flas\u00eb, duke shtuar se kjo do t\u00eb dihet n\u00eb momentin kur operatori kryen obligimin e vet. P\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje ai ve\u00e7 ka th\u00ebn\u00eb se p\u00ebrllogaritja e borxhit do t\u00eb b\u00ebhet sipas kushteve t\u00eb bazuara n\u00eb me Leje ujore.
\nMegjith\u00ebk\u00ebt\u00eb prodhuesit ujit jan\u00eb t\u00eb vendosur q\u00eb t\u00eb mos i kryejn\u00eb obligimet. Ata shpresojn\u00eb q\u00eb shteti do t\u2019i amnistoj\u00eb p\u00ebr gjith\u00eb k\u00ebto vite sa kan\u00eb shfryt\u00ebzuar uj\u00ebrat.
\nKryetari i Shoqat\u00ebs se Prodhuesve t\u00eb Pijeve Alkoolike dhe jo Alkolike, Bashkim Osmani, ka th\u00ebn\u00eb p\u00ebr Gazet\u00ebn Fjala, se n\u00ebse aplikohet kjo taks\u00eb shum\u00eb nga nd\u00ebrmarrjet do t\u00eb rrezikonin me mbyllje, meq\u00eb sipas k\u00ebsaj takse shum\u00eb nga nd\u00ebrmarrjet do t\u00eb obligoheshin t\u00eb paguanin miliona euro borxh.
\nMadje Osmani, p\u00ebr borxhet e krijuara nga prodhuesit e ujit, ka treguar se do ta p\u00ebsojn\u00eb m\u00eb se keqi konsumator\u00ebt.
\n\u201cTaksa retroaktive \u00ebsht\u00eb e papranueshme p\u00ebr ne. Duhet t\u00eb krijohet nj\u00eb amnisti p\u00ebr neve. N\u00ebse aplikohet kjo taks\u00eb m\u00eb se keqi do ta p\u00ebsojn\u00eb konsumator\u00ebt. Kjo do t\u00eb ndikonte n\u00eb ngritjen e \u00e7mimeve t\u00eb produkteve tona\u201d.
\nMe Udh\u00ebzimin Administrativ 06\/2006 taksa ujore p\u00ebr prodhuesit vendor ka qen\u00eb 0.009 p\u00ebr lit\u00ebr uji. Por me udh\u00ebzimin e ri kjo tarif\u00eb \u00ebsht\u00eb ulur nga 0.009 n\u00eb 0.001 p\u00ebr lit\u00ebr uj\u00eb.
\nKy \u00e7mim thot\u00eb Osmani \u00ebsht\u00eb i pranuesh\u00ebm, por nuk \u00ebsht\u00eb e pranueshme taksa retroaktive. Sipas tij, prodhuesit jan\u00eb t\u00eb gatsh\u00ebm t\u00eb paguajn\u00eb vet\u00ebm p\u00ebr obligimet q\u00eb kan\u00eb prej marsit t\u00eb k\u00ebtij viti, kur ka hyr\u00eb n\u00eb fuqi edhe Udh\u00ebzimi i ri administrativ.
\nNdryshe, kjo p\u00ebrplasje mes Ministris\u00eb dhe prodhuesve t\u00eb ujit ka shkuar deri edhe n\u00eb gjykat\u00eb. Osmani ka pranuar se MAPH ka paditur disa prodhues dhe rastet tani jan\u00eb n\u00ebp\u00ebr gjykata.
\n32 milion\u00eb euro borxh shtetit
\nGazeta Fjala ka siguruar dokumente dhe raporte t\u00eb cilat tregojn\u00eb se borxhi i kompanive q\u00eb shfryt\u00ebzojn\u00eb lumenjt\u00eb dhe burime tjera ujore, p\u00ebr q\u00ebllime afariste vet\u00ebm p\u00ebr gjasht\u00eb vite, nga 2008 deri m\u00eb 2014 \u00ebsht\u00eb 32 milion\u00eb euro.
\nK\u00ebto dokumente t\u00eb p\u00ebrpiluara nga Besim Dobruna para nj\u00eb viti, aso kohe zyrtar\u00eb i Ministris\u00eb se Ambientit dhe Planifikimit Hap\u00ebsinor, i kushtuan atij me vend t\u00eb pun\u00ebs.
\nDobruna, pati th\u00ebn\u00eb p\u00ebr Gazet\u00ebn Fjala, se ai ishte urdh\u00ebruar nga shefi i tij, Naser Bajraktari (Drejtor i Departamentit t\u00eb Uj\u00ebrave), q\u00eb t\u00eb b\u00ebnte raportet financiare p\u00ebr operator\u00ebt dhe kompanit\u00eb q\u00eb kishin borxh p\u00ebr shfryt\u00ebzim dhe shkarkim t\u00eb ujit dhe shfryt\u00ebzim t\u00eb inerteve. Rezultatet i dol\u00ebn alarmante. Ishin keqp\u00ebrdorur mbi 32.5 milion\u00eb euro vet\u00ebm nga mos inkasimi i taks\u00ebs nga kompanit\u00eb prodhuese t\u00eb uj\u00ebrave, t\u00eb cilat vazhdonin t\u00eb ishin n\u00eb xhepa privat apo publik.
\nShuma e pa inkasuar vler\u00ebsohej t\u00eb jet\u00eb edhe m\u00eb e lart\u00eb n\u00ebse kalkulohet mos inkasomi i taks\u00ebs p\u00ebr shfryt\u00ebzuesit e tjer\u00eb t\u00eb uj\u00ebrave.
\nAi kishte b\u00ebr\u00eb kalkulimet n\u00eb detaje p\u00ebr secilin borxhli, t\u00eb cilat i posedon Gazeta Fjala. N\u00eb baz\u00eb t\u00eb tyre, borxhliu m\u00eb i madh del te jet\u00eb nd\u00ebrmarrja sh.p.k. Arb\u00ebria q\u00eb prodhon Ujin e Alpeve. Kjo nd\u00ebrmarrje sipas dokumenteve ka borxh mbi 9 milion\u00eb euro.
\nVendin e dyt\u00eb e z\u00eb nd\u00ebrmarrja Fluidi me afro 4.5 milion\u00eb euro.
