Eugen Cakolli nga Instituti Demokratik i Kosov\u00ebs (KDI) ka th\u00ebn\u00eb se zgjedhjet e parakohshme n\u00eb kat\u00ebr komunat veriore t\u00eb Kosov\u00ebs do t\u00eb mund t\u00eb mbahen tek pas tre muajsh minimalisht, n\u00ebse ndiqen t\u00eb gjitha afatet kohore.
Ai ka th\u00ebn\u00eb se si KDI kan\u00eb vler\u00ebsuar q\u00eb zgjidhja e duhur p\u00ebr shkuarje n\u00eb zgjedhje n\u00eb k\u00ebto komuna do t\u00eb ishte dor\u00ebheqja e kryetar\u00ebve, por q\u00eb sipas tij, me k\u00ebt\u00eb proces \u00ebsht\u00eb arritur edhe q\u00ebllimi politik i partis\u00eb n\u00eb pushtet dhe kryeministrit Albin Kurti.

Cakolli ka th\u00ebn\u00eb se pas pranimit t\u00eb peticionit nga ana e Komisionit Qendror t\u00eb Zgjedhjeve (KQZ), i mbetet KQZ-s\u00eb q\u00eb t\u00eb shoh\u00eb se a jan\u00eb valide ato n\u00ebnshkrime dhe a \u00ebsht\u00eb arritur kuota prej 20 p\u00ebr qind.

Sipas tij, n\u00eb rast se konstatohet q\u00eb \u00ebsht\u00eb arritur ky prag, KQZ-ja do t\u00eb duhet q\u00eb ta njoftoj fillimisht kryesuesin e Kuvendit Komunal, kryetarin p\u00ebrkat\u00ebs t\u00eb Komun\u00ebs dhe Ministrin e Administrimin e Pushtetit Lokal q\u00eb \u00ebsht\u00eb arritur ky prag dhe m\u00eb pas t\u00eb fillohen procedurat p\u00ebr organizimin e procesit t\u00eb votimit.

\u201cTashm\u00eb meqen\u00ebse \u00ebsht\u00eb p\u00ebrmbyllur faza e mbledhjes s\u00eb n\u00ebnshkrimeve tashm\u00eb \u00ebsht\u00eb n\u00eb p\u00ebrgjith\u00ebsi t\u00eb Komisionit Qendror t\u00eb Zgjedhjeve q\u00eb fillimisht ti validoj k\u00ebto n\u00ebnshkrime n\u00eb kuptimin q\u00eb ti verifikoj n\u00ebse k\u00ebta persona q\u00eb jan\u00eb n\u00ebnshkruar n\u00eb peticion jan\u00eb votues n\u00eb Komun\u00ebn p\u00ebrkat\u00ebse dhe n\u00ebse \u00ebsht\u00eb arritur kuota prej 20 %. N\u00eb rast se konstatohet q\u00eb \u00ebsht\u00eb arritur ky prag at\u00ebher\u00eb Komisioni Qendror i Zgjedhjeve do t\u00eb duhet q\u00eb ta njoftoj fillimisht kryesuesin e Kuvendit Komunal, kryetarin p\u00ebrkat\u00ebs t\u00eb komun\u00ebs dhe Ministrin e Administrimin e Pushtetit Lokal q\u00eb \u00ebsht\u00eb arritur ky prag dhe q\u00eb fillohen procedurat p\u00ebr organizimin e procesit t\u00eb votimit. Q\u00eb ndon\u00ebse nuk e ka nj\u00eb em\u00ebr formal \u00ebsht\u00eb nj\u00eb lloj mini-reforendumi ku qytetar\u00ebt do t\u00eb dalin dhe do t\u00eb sh\u00ebnojn\u00eb vot\u00ebn e tyre n\u00ebse jan\u00eb p\u00ebr apo kund\u00ebr largimit t\u00eb Kryetar\u00ebve nga pozita e tyre\u201d, tha ai.

Cakolli ka th\u00ebn\u00eb se kryetar\u00ebt e rinj t\u00eb komunave veriore mund t\u00eb zgjidhen pas rreth tre muajsh, n\u00ebse ndiqen t\u00eb gjitha afatet kohore dhe n\u00ebse plot\u00ebsohen t\u00eb gjitha kushtet ligjore, e sidomos ato p\u00ebr pragun prej 50% plus 1 vota.

Ai ka th\u00ebn\u00eb se n\u00ebse nuk p\u00ebrmbushen k\u00ebto afate, at\u00ebher\u00eb kjo iniciativ\u00eb do t\u00eb d\u00ebshtoj dhe e nj\u00ebjta nuk do t\u00eb mund t\u00eb p\u00ebrs\u00ebritet p\u00ebr t\u00eb pakt\u00ebn nj\u00eb vit.<\/p>\n\n\n\n

\u201cUn\u00eb besoj q\u00eb mund t\u00eb kemi kryetar t\u00eb rinj t\u00eb zgjedhur n\u00eb proceset t\u00eb votimit diku pas rreth 3 muajve minimalisht n\u00ebse ndiqen t\u00eb gjitha afatet kohore dhe n\u00eb raste se plot\u00ebsohen t\u00eb gjitha kushtet ligjore sidomos ato p\u00ebr pragun prej 50% plus 1 vota p\u00ebr largimin e kryetareve. Deri sa n\u00ebse nuk arrihet kjo, at\u00ebher\u00eb p\u00ebrve\u00e7 se do t\u00eb konsiderohet si i d\u00ebshtuar si iniciativa, e nj\u00ebjta nuk do t\u00eb mund t\u00eb p\u00ebrs\u00ebritet p\u00ebr t\u00eb pakt\u00ebn nj\u00eb vit. E q\u00eb n\u00ebnkupton se nuk do t\u00eb mund t\u00eb p\u00ebrs\u00ebritet fare gjat\u00eb k\u00ebtij mandati p\u00ebr shkak se n\u00eb 6 muaj e fundit t\u00eb mandatit t\u00eb kryetar\u00ebve edhe n\u00ebse pozita e Kryetarit mbetet vakante gjasat jan\u00eb meqen\u00ebse zgjedhjet edhe ashtu shpallen t\u00eb mos organizohet proces paralel i votimit fare\u201d, ka th\u00ebn\u00eb ai.

Ai tha se si KDI q\u00eb nga fillimi kan\u00eb vler\u00ebsuar q\u00eb zgjidhja m\u00eb ideale do t\u00eb ishte ofrimi i dor\u00ebheqjeve nga ana e kryetar\u00ebve, k\u00ebshtu duke mos shpenzuar koh\u00eb e buxhet.<\/p>\n\n\n\n

Ai u shpreh se m\u00eb k\u00ebt\u00eb proces \u00ebsht\u00eb arritur q\u00ebllimi politik i partis\u00eb n\u00eb pushtet e n\u00eb ve\u00e7anti i kryeministrit Kurti, ku sipas tij, m\u00eb k\u00ebt\u00eb ai \u00ebsht\u00eb duke p\u00ebr\u00e7uar mesazhin tek\u00eb serbet q\u00eb n\u00eb raste se nuk zbatohen rregullat, at\u00ebher\u00eb n\u00eb veri edhe m\u00eb pak p\u00ebrqindje mund t\u00eb kemi kryetar t\u00eb cil\u00ebt nuk p\u00ebrfaq\u00ebsojn\u00eb shumic\u00ebn e popullsis\u00eb atje.

\u201cQ\u00eb nga fillimi ne e kemi par\u00eb si pozitiv dhe inkurajues faktin q\u00eb qytetar\u00ebt serb\u00eb po marrin pjes\u00eb n\u00eb k\u00ebt\u00eb proces.
