\u201cPolicia nuk kishte njohuri p\u00ebr k\u00ebto kamera dhe p\u00ebr k\u00ebt\u00eb arsye ato u hoq\u00ebn\u201d, tha z\u00ebvend\u00ebsdrejtori i policis\u00eb p\u00ebr Rajonin e Veriut, Veton Elshani, p\u00ebr Radion Evropa e Lir\u00eb.
Ai paralajm\u00ebroi se autoritetet e Kosov\u00ebs do t\u2019i vendosin kamerat e tyre, t\u00eb cilat do t\u00eb kontrollohen ekskluzivisht nga Policia e Kosov\u00ebs.
Kamerat q\u00eb u hoq\u00ebn, jan\u00eb prodhim i Kin\u00ebs, por Elshani nuk mundi t\u00eb specifikonte se p\u00ebr \u00e7far\u00eb modeli b\u00ebhet fjal\u00eb.
Sipas ligjit n\u00eb Kosov\u00eb, video-v\u00ebzhgimin n\u00eb hap\u00ebsira publike ka t\u00eb drejt\u00eb ta instaloj\u00eb dhe kontrolloj\u00eb vet\u00ebm Policia e Kosov\u00ebs.
P\u00ebrve\u00e7 n\u00eb komunat n\u00eb veri, kamera t\u00eb v\u00ebzhgimit \u201cpa pronar\u00eb\u201d u hoq\u00ebn edhe n\u00eb Kllokot, Partesh dhe Ranillug \u2013 komuna me shumic\u00eb serbe n\u00eb jug t\u00eb Lumit Ib\u00ebr.
N\u00eb tetor t\u00eb vitit t\u00eb kaluar, Radio Evropa e Lir\u00eb shkroi p\u00ebr k\u00ebto kamera dhe n\u00ebse krahasohet fotografia e video-v\u00ebzhgimit t\u00eb at\u00ebhersh\u00ebm nga Ranillugu dhe Parteshi me at\u00eb nga Zubin Potoku q\u00eb REL-it ia d\u00ebrgoi Policia e Kosov\u00ebs tani, mund t\u00eb konstatohet se b\u00ebhet fjal\u00eb p\u00ebr nj\u00eb model gati identik.
Kush e instaloi video-v\u00ebzhgimin dhe pse?
Elshani thot\u00eb se ende nuk \u00ebsht\u00eb p\u00ebrcaktuar sakt\u00ebsisht se kush dhe p\u00ebr \u00e7far\u00eb q\u00ebllimi e ka instaluar video-v\u00ebzhgimin.
N\u00eb korrik t\u00eb vitit 2022, Policia e Kosov\u00ebs konfiskoi kamera t\u00eb v\u00ebzhgimit edhe n\u00eb Sht\u00ebrpc\u00eb \u2013 komun\u00eb me shumic\u00eb serbe n\u00eb jug t\u00eb Ibrit \u2013 p\u00ebr shkak t\u00eb dyshimeve se ishin instaluar nga strukturat paralele serbe.
V\u00ebzhgimi me video n\u00eb zonat me shumic\u00eb serbe n\u00eb Kosov\u00eb ishte, gjithashtu, subjekt i auditimit nga Agjencia Kosovare p\u00ebr Informim dhe Privat\u00ebsi, gjat\u00eb vitit 2022.
Kjo agjenci nuk iu p\u00ebrgjigj pyetjes s\u00eb Radios Evropa e Lir\u00eb se a \u00ebsht\u00eb p\u00ebrcaktuar se kush dhe pse i ka instaluar kamerat.
Agjencia, m\u00eb her\u00ebt, konstatoi se n\u00eb disa komuna t\u00eb Kosov\u00ebs, p\u00ebrfshir\u00eb Prishtin\u00ebn, Gra\u00e7anic\u00ebn, Ranillugun, Prizrenin, etj., mbik\u00ebqyrja me video ishte prokuruar dhe instaluar nga autoritetet lokale, por ajo urdh\u00ebroi q\u00eb v\u00ebzhgimi t\u2019u lihej stacioneve policore, ashtu si\u00e7 parashihet me ligj.
Ligji p\u00ebr Policin\u00eb n\u00eb Kosov\u00eb thot\u00eb se \u201cpolicia \u00ebsht\u00eb e autorizuar t\u00eb kryej\u00eb mbik\u00ebqyrje parandaluese t\u00eb vendeve publike, me p\u00ebrdorimin e pajisjeve p\u00ebr incizime video-akustike dhe pajisjeve fotografike p\u00ebr mbik\u00ebqyrjen e vendeve publike, ku n\u00eb t\u00eb kaluar\u00ebn jan\u00eb kryer shpesh vepra penale\u201d.
Policia, gjithashtu, ka t\u00eb drejt\u00eb t\u2019i v\u00ebzhgoj\u00eb zonat publike n\u00ebse ka \u201carsye t\u00eb bazuara p\u00ebr t\u00eb besuar se v\u00ebzhgimi publik e zvog\u00eblon rrezikun e kryerjes s\u00eb krimeve dhe e p\u00ebrmir\u00ebson sigurin\u00eb publike\u201d.
Mbledhjen e informacioneve p\u00ebr video-v\u00ebzhgimin, p\u00ebr t\u00eb cilin nuk dihet se kush e mbik\u00ebqyr, vitin e kaluar e nisi edhe Prokuroria e Shtetit t\u00eb Kosov\u00ebs, por, deri n\u00eb publikimin e k\u00ebtij artikulli, ky institucion nuk iu p\u00ebrgjigj pyetjes s\u00eb REL-it se \u00e7far\u00eb informacionesh ka arritur t\u00eb marr\u00eb.
N\u00eb fund t\u00eb vitit 2021, REL-i raportoi se Serbia, p\u00ebrmes institucioneve t\u00eb saj n\u00eb Kosov\u00eb, ka bler\u00eb sistem video-v\u00ebzhgimi t\u00eb kompanis\u00eb kineze Dahua \u2013 e cila ishte n\u00ebn sanksionet e Shteteve t\u00eb Bashkuara \u2013 t\u00eb destinuar p\u00ebr shkollat n\u00eb 12 komuna t\u00eb Kosov\u00ebs.
Kompanit\u00eb kineze t\u00eb video-mbik\u00ebqyrjes, Dahua dhe HikVision, jan\u00eb n\u00eb list\u00ebn e zez\u00eb t\u00eb SHBA-s\u00eb p\u00ebr shkak t\u00eb lidhjeve t\u00eb tyre me fushat\u00ebn e shtypjes s\u00eb ujgur\u00ebve n\u00eb provinc\u00ebn Ksinjiang t\u00eb Kin\u00ebs.
Portali beogradas Insajder.net shkroi n\u00eb vitin 2017 se Zyra p\u00ebr Kosov\u00ebn e Qeveris\u00eb s\u00eb Serbis\u00eb, m\u00eb 2012, ka aprovuar dhe ka paguar paraprakisht instalimin e sistemit t\u00eb v\u00ebzhgimit me video n\u00eb Komun\u00ebn e Zve\u00e7anit.
