Si rezultat i marr\u00ebveshjes s\u00eb vitit 2015 q\u00eb parashihte integrimin e k\u00ebsaj strukture n\u00eb institucionet shtet\u00ebrore, nd\u00ebr vite jan\u00eb shpenzuar miliona p\u00ebr paga t\u00eb personave q\u00eb nuk kan\u00eb kryer asnj\u00eb pun\u00eb t\u00eb vetme<\/strong><\/p>\n\n\n\n

Pjes\u00ebtar\u00eb t\u00eb \u201cMbrojtjes Civile\u201d kan\u00eb marr\u00eb paga gjat\u00eb t\u00ebr\u00eb vitit t\u00eb kaluar nga buxheti i shtetit, pa kryer ndonj\u00eb pun\u00eb t\u00eb vetme.<\/p>\n\n\n\n

Kjo e dh\u00ebn\u00eb, p\u00ebr pjes\u00ebtar\u00ebt e organizat\u00ebs q\u00eb qeveria e listoi n\u00eb mesin e atyre terroriste, bashk\u00eb me \u201cBrigada e Veriut\u201d, \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb raportin e Zyr\u00ebs Komb\u00ebtare t\u00eb Auditorit p\u00ebr Ministrin\u00eb e Pun\u00ebve t\u00eb Brendshme.<\/p>\n\n\n\n

N\u00eb total, jan\u00eb mbi 80 pjes\u00ebtar\u00eb t\u00eb k\u00ebtij formacioni, t\u00eb evidentuar n\u00eb dy ministri.<\/p>\n\n\n\n

N\u00eb ministrin\u00eb q\u00eb e udh\u00ebheq, Xhelal Sfe\u00e7la, jan\u00eb 20 puntor\u00eb t\u00eb komunitetit serb q\u00eb jan\u00eb edhe pjes\u00ebtar\u00eb t\u00eb \u201cMbrojtjes Civile\u201d, e q\u00eb askush nuk i di detyrimet q\u00eb kan\u00eb n\u00eb k\u00ebt\u00eb ministri.<\/p>\n\n\n\n

\u201cGjetja Neni 8 i Rregullores (QRK) Nr.12\/2020 P\u00ebr Orarin e Pun\u00ebs dhe Pushimet e Zyrtar\u00ebve, p\u00ebrcakton se \u201cGjat\u00eb orarit t\u00eb pun\u00ebs t\u00eb gjith\u00eb zyrtar\u00ebt publik jan\u00eb t\u00eb obliguar t\u00eb jen\u00eb n\u00eb vendin e pun\u00ebs. \u00c7do zyrtar publik sh\u00ebnohet n\u00eb librin e vijueshm\u00ebris\u00eb n\u00eb pun\u00eb ose n\u00eb regjistrin elektronik\u201c. Bazuar n\u00eb vendimin e Qeveris\u00eb Nr.06\/39 i dt. 22.07.2015, ish MAP, ishte e obliguar t\u2019i sistemoj 20 punonj\u00ebs t\u00eb komunitetit serb, pjes\u00ebtar\u00eb t\u00eb struktur\u00ebs ilegale t\u00eb ashtuquajtur \u2018\u2019Mbrojtja civile\u2019\u2019. Sipas konfirmimeve nga zyrtar\u00ebt e ministris\u00eb k\u00ebta t\u00eb pun\u00ebsuar nuk kan\u00eb hap\u00ebsira t\u00eb p\u00ebrcaktuara t\u00eb pun\u00ebs dhe nuk zhvillojn\u00eb asnj\u00eb aktivitet n\u00eb ministri. Buxheti i shpenzuar p\u00ebr pagat e tyre p\u00ebr vitin 2022 ishte 101,474\u20ac. Kjo dukuri vazhdon t\u00eb jet\u00eb prezente nd\u00ebr vite edhe pse n\u00eb vazhdim\u00ebsi raportohet n\u00eb raportet tona t\u00eb auditimit\u201d, thuhet n\u00eb Kompensim i pagave pa vijueshm\u00ebri n\u00eb pun\u00eb \u2013faqe 8.<\/p>\n\n\n\n

Num\u00ebr m\u00eb t\u00eb madh t\u00eb t\u00eb pun\u00ebsuarve, rrjedhimisht edhe shpenzime m\u00eb t\u00eb m\u00ebdha p\u00ebr paga, ka n\u00eb Ministrin\u00eb e Mjedisit.<\/p>\n\n\n\n

\u201cSipas nenit 8 t\u00eb rregullores (QRK) Nr.12\/2020 P\u00ebr Orarin e Pun\u00ebs dhe Pushimet e Zyrtar\u00ebve\u201d, p\u00ebrcakton se \u201cGjat\u00eb orarit t\u00eb pun\u00ebs t\u00eb gjith\u00eb zyrtar\u00ebtpublik jan\u00eb t\u00eb obliguar t\u00eb jen\u00eb n\u00eb vendin e pun\u00ebs. \u00c7do zyrtar publik sh\u00ebnohet n\u00eb librin e vijueshm\u00ebris\u00eb n\u00eb pun\u00eb ose n\u00eb regjistrin elektronik\u201c. Po ashtu, neni 43.2 i Ligjit nr. 06\/L \u2013 114 p\u00ebr zyrtar publik thekson q\u00eb \u201cVler\u00ebsimi i rezultateve n\u00eb pun\u00eb bazohet n\u00eb objektivat e p\u00ebrcaktuara n\u00eb m\u00ebnyr\u00eb individuale p\u00ebr n\u00ebpun\u00ebsin q\u00eb vler\u00ebsohet, n\u00eb p\u00ebrputhje me p\u00ebrshkrimin p\u00ebrkat\u00ebs t\u00eb pun\u00ebs dhe objektivat e nj\u00ebsis\u00eb apo institucionit\u201d. Me vendimin nr. 06\/39 t\u00eb dat\u00ebs 22.07.2015, Qeveria e Kosov\u00ebs ka aprovuar konkluzionet e dakorduara t\u00eb Marr\u00ebveshjes s\u00eb Brukselit p\u00ebr normalizimin e marr\u00ebdh\u00ebnieve mes Republik\u00ebs s\u00eb Kosov\u00ebs dhe Republik\u00ebs s\u00eb Serbis\u00eb p\u00ebr integrimin e personelit nga ish e ashtuquajtura \u201cMbrojta Civile\u201d. N\u00eb kuad\u00ebr t\u00eb k\u00ebsaj marr\u00ebveshje p\u00ebr integrim, n\u00eb MMPHI p\u00ebrmes akt-em\u00ebrimeve jan\u00eb t\u00eb pun\u00ebsuar 64 punonj\u00ebs t\u00eb komunitetit serb t\u00eb cil\u00ebt marrin paga t\u00eb rregullta. Sipas konfirmimeve nga zyrtar\u00ebt e Ministris\u00eb k\u00ebta t\u00eb pun\u00ebsuar nuk kan\u00eb hap\u00ebsira t\u00eb p\u00ebrcaktuara t\u00eb pun\u00ebs, nuk kan\u00eb objektiva t\u00eb p\u00ebrcaktuara dhe nuk zhvillojn\u00eb asnj\u00eb aktivitet n\u00eb ministri. Buxheti i shpenzuar p\u00ebr pagat e tyre p\u00ebr vitin 2022 ishte 313,899\u20ac. Kjo dukuri po vazhdon t\u00eb jet\u00eb prezent\u00eb nd\u00ebr vite edhe pse n\u00eb vazhdim\u00ebsi po raportohet n\u00eb raportet tona t\u00eb auditimit. Ministria ende nuk ka arritur t\u00eb nd\u00ebrmerr masa konkrete n\u00eb sistemimin, angazhimin dhe monitorimin e k\u00ebsaj kategorie t\u00eb t\u00eb pun\u00ebsuarve\u201d, thuhet me tej, n\u00eb raportin e auditimit p\u00ebr MMPHI-n\u00eb \u2013 faqe 9.<\/p>\n\n\n\n

N\u00eb k\u00ebto dy raporte, p\u00ebrmendet se ministrit\u00eb ende nuk kan\u00eb arritur t\u00eb nd\u00ebrmarrin masa sa i p\u00ebrket k\u00ebsaj \u00e7\u00ebshtje, q\u00eb vazhdimisht theksohet edhe n\u00eb raportet e auditimeve.<\/p>\n\n\n\n

Nd\u00ebrmarrjen e veprimeve t\u00eb menj\u00ebhershme, p\u00ebr k\u00ebta t\u00eb punsuar e shohin t\u00eb nevojshme nga L\u00ebvizja FOL, t\u00eb cil\u00ebt thon\u00eb se me k\u00ebt\u00eb vet\u00ebm po d\u00ebmtohet buxheti i shtetit.
\u201cP\u00ebrderisa vet qeveria i ka shpallur si organizat\u00eb terroriste dhe n\u00eb raportet e auditimit del q\u00eb kan\u00eb qen\u00eb pjes\u00ebtar\u00eb t\u00eb asaj organizate po m\u00eb duket q\u00eb \u00ebsht\u00eb koha e fundit kur duhet te adresohet kjo \u00e7\u00ebshtje dhe t\u00eb mos vazhdohet tutje sepse v\u00ebrtet\u00eb \u00ebsht\u00eb diskriminuese ndaj puntor\u00ebve t\u00eb tjer\u00eb p\u00ebrve\u00e7 se d\u00ebmtohet edhe buxheti i shtetit duke paguar persona pa dal\u00eb fare n\u00eb pune\u201d, ka sqaruar Mexhide Demoli-Nimani \u2013 Drejtoresh\u00eb e L\u00ebvizja FOL.<\/p>\n\n\n\n

N\u00eb lidhje me gjetjet dhe n\u00ebse do t\u00eb ket\u00eb ndonj\u00eb zgjidhje p\u00ebr k\u00ebt\u00eb, nuk jan\u00eb p\u00ebrgjigjur nga asnj\u00ebra ministri, ashtu sikurse p\u00ebrgjigje nuk ka kthyer as qeveria e Kosov\u00ebs.<\/p>\n\n\n\n

Nj\u00eb problem t\u00eb till\u00eb e kishte edhe ministria e Arsimit, me 32 pun\u00ebtor\u00eb t\u00eb cil\u00ebt nuk kishin shkuar n\u00eb pun\u00eb, por q\u00eb nga gjysma e vitit t\u00eb kaluar, pas paralajm\u00ebrimeve t\u00eb ministris\u00eb q\u00eb do u ndalohej paga, t\u00eb nj\u00ebjtit kishin vendosur t\u00eb dalin n\u00eb pun\u00eb.<\/p>\n\n\n\n
