M\u00eb 5 korrik t\u00eb vitit 2001, Qeveria e Maqedonis\u00eb dhe kryengrit\u00ebsit shqiptar\u00eb arrijn\u00eb marr\u00ebveshjen p\u00ebr paqe.<\/strong><\/p>\n

Me k\u00ebt\u00eb marr\u00ebveshje u arrit t\u00eb nd\u00ebrpritet konflikti, q\u00eb p\u00ebrfundoi me t\u00eb ashtuquajtur\u00ebn marr\u00ebveshje t\u00eb Ohrit t\u00eb n\u00ebnshkruar m\u00eb 13 gusht n\u00eb Oh\u00ebr t\u00eb Maqedonis\u00eb.<\/p>\n

Shkat\u00ebrrimi i RSFJ-s\u00eb dhe m\u00ebvet\u00ebsimi i Republik\u00ebs t\u00eb Maqedonis\u00eb shkaktoi ndryshime t\u00eb thella politike, shoq\u00ebrore dhe ekonomike asokohe. Pluralizmi manifestohej me formimin e partive politike t\u00eb cilat, n\u00eb vend t\u00eb atij ideologjik, kishin karakter t\u00eb fuqish\u00ebm etnik.<\/p>\n

Si rezultat i k\u00ebtij tranzicioni, nj\u00eb pjes\u00eb e madhe e popullsis\u00eb mbetet pa pun\u00eb, kurse varf\u00ebria, korrupsioni, kriminaliteti dhe kriza ekonomike marrin p\u00ebrmasa shum\u00eb t\u00eb m\u00ebdha, shkruan Kosova Press.<\/p>\n

Ekonomia e shkat\u00ebrruar, aferat dhe skandalet politike, korrupsioni dhe marr\u00ebdh\u00ebniet e keq\u00ebsuara nd\u00ebretnike edhe m\u00eb shum\u00eb e destabilizuan vendin.<\/p>\n

Duhet t\u00eb theksohet fakti se me Kushtetut\u00ebn e vitit 1991, shqiptar\u00ebt i humb\u00ebn t\u00eb drejtat t\u00eb cilat, formalisht, i g\u00ebzonin me Kushtetut\u00ebn e vitit 1974. P\u00ebr k\u00ebto shkaqe Kushtetuta u miratua pa votat e deputet\u00ebve shqiptar\u00eb n\u00eb Parlament.<\/p>\n

Periudha e viteve 2000-2001 n\u00eb Maqedoni, karakterizohet me papun\u00ebsi t\u00eb madhe (400.000 persona t\u00eb aft\u00eb p\u00ebr pun\u00eb jan\u00eb t\u00eb papun\u00ebsuar kurse 80.000 familje marrin ndihma sociale) dhe me procesin e pap\u00ebrfunduar t\u00eb privatizimit i shoq\u00ebruar me procedura p\u00ebr falimentim p\u00ebr shum\u00eb nd\u00ebrmarrje.<\/p>\n

Jeta politike karakterizohet me parti nj\u00eb etnike, nd\u00ebrsa Qeveria udh\u00ebhiqej nga parti nacionaliste. Qeverisja ishte e centralizuar, kurse sistemi juridik dhe ligjet nuk ishin t\u00eb p\u00ebrfunduara (nuk ishin miratuar ligjet e nevojshme, nd\u00ebrsa ato t\u00eb miratuarat shpesh ndryshonin dhe gjykatat shum\u00eb ngadal\u00eb vendosin p\u00ebr l\u00ebnd\u00ebt).<\/p>\n

Edhe pse n\u00eb Parlament kishte p\u00ebrfaq\u00ebsues shqiptar\u00eb dhe n\u00eb koalicionin qeveritar kishte ministra-shqiptar\u00eb, n\u00eb administrat\u00eb dhe strukturat shtet\u00ebrore, shqiptar\u00ebt nuk ishin proporcionalisht t\u00eb p\u00ebrfaq\u00ebsuar. Partit\u00eb politike t\u00eb shqiptar\u00ebve n\u00eb RM publikisht vazhdojn\u00eb t\u00eb tregojn\u00eb pak\u00ebnaq\u00ebsin\u00eb nga statusi i tyre n\u00eb jet\u00ebn politike dhe publike n\u00eb vend.<\/p>\n

Tensionimi i marr\u00ebdh\u00ebnieve nd\u00ebretnike vjen n\u00eb shprehje gjat\u00eb protestave t\u00eb shqiptar\u00ebve me k\u00ebrkes\u00eb p\u00ebr rritjen e t\u00eb drejtave kolektive ku nd\u00ebshkohen dhe konfrontohen me policin\u00eb si dhe gjat\u00eb protestave t\u00eb maqedonasve kund\u00ebr shtimit t\u00eb t\u00eb drejtave t\u00eb shqiptar\u00ebve.<\/p>\n

Konflikti i armatosur, filloi n\u00eb rrethin\u00ebn e fshatit Tanush\u00eb t\u00eb Shkupit, n\u00eb shkurt t\u00eb viti 2001. Aktivitetet luftarake zhvilloheshin n\u00eb rajonin e Kumanov\u00ebs dhe Lipkov\u00ebs, at\u00eb t\u00eb Tetov\u00ebs dhe Shkupit.<\/p>\n

Gjat\u00eb konfliktit U\u00c7K-ja i sulmonte forcat e sigurimit t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb, mobilizoi nj\u00eb pjes\u00eb t\u00eb popullat\u00ebs shqiptare p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb aktivitetet luftarake dhe aktivitete kund\u00ebr popullat\u00ebs civile.<\/p>\n

Forcat e sigurimit i sulmonin pozitat U\u00c7K-s\u00eb me armatim t\u00eb r\u00ebnd\u00eb, p\u00ebrgatitnin prita p\u00ebr an\u00ebtar\u00ebt e U\u00c7K-s\u00eb, arrestonin qytetar\u00eb q\u00eb dyshohej se ishin an\u00ebtar\u00eb dhe bashk\u00ebpun\u00ebtor\u00eb t\u00eb U\u00c7K-s\u00eb, b\u00ebnin aktivitete kund\u00ebr popullsis\u00eb civile. N\u00eb rajonet e kriz\u00ebs dhe p\u00ebrreth ishin vendosur postblloqe policore.<\/p>\n

Shum\u00eb njer\u00ebz i l\u00ebshuan vatrat e tyre n\u00eb rajonet e kriz\u00ebs dhe si refugjat\u00eb ose si t\u00eb zhvendosur t\u00eb brendsh\u00ebm, vendoseshin n\u00eb vende tjera, brenda dhe jasht\u00eb vendit.<\/p>\n

N\u00eb t\u00eb dyja an\u00ebt kishte viktima n\u00eb njer\u00ebz, kurse n\u00eb rajonet e kriz\u00ebs kishte edhe d\u00ebme materiale ndaj sht\u00ebpive dhe pron\u00ebs s\u00eb popullat\u00ebs, si dhe shkat\u00ebrrime t\u00eb objekteve fetare dhe kulturore-historike.<\/p>\n

Bashk\u00ebsia nd\u00ebrkomb\u00ebtare ishte aktive q\u00eb nga fillimi i konfliktit t\u00eb armatosur edhe pse pjes\u00ebmarrja e saj nuk ishte e barabart\u00eb. N\u00eb fillim ajo i d\u00ebnonte aktivitetet e U\u00c7K-s\u00eb dhe i shpalli si terroriste, kurse m\u00eb von\u00eb k\u00ebrkonte nga Qeveria dhe Parlamenti q\u00eb t\u2019i marrin parasysh k\u00ebrkesat e tyre.<\/p>\n

N\u00ebn ndikimin e bashk\u00ebsis\u00eb nd\u00ebrkomb\u00ebtare formohet edhe qeveria e koalicionit t\u00eb gjer\u00eb e p\u00ebrb\u00ebr\u00eb nga kat\u00ebr partit\u00eb m\u00eb t\u00eb m\u00ebdha, n\u00eb t\u00eb cil\u00ebn p\u00ebrve\u00e7 VMRO-DPMNE-s\u00eb dhe PDSH-s\u00eb hyn\u00eb edhe LSDM-ja dhe PPD-ja.<\/p>\n

P\u00ebrmes p\u00ebrfaq\u00ebsuesve t\u00eb saj t\u00eb em\u00ebruar nga BE dhe SHBA, Bashk\u00ebsia nd\u00ebrkomb\u00ebtare merrte pjes\u00eb n\u00eb formulimin e Marr\u00ebveshjes Korniz\u00eb dhe e stimulonte n\u00ebnshkrimin e s\u00eb nj\u00ebjt\u00ebs. Menj\u00ebher\u00eb pas k\u00ebsaj, v\u00ebzhgojn\u00eb dhe stacionohen forca t\u00eb NATO-s\u00eb n\u00eb territorin e Republik\u00ebs s\u00eb Maqedonis\u00eb.<\/p>\n

P\u00ebrmbajtja e marr\u00ebveshjes korniz\u00eb p\u00ebr zgjidhjen e situat\u00ebs politike e t\u00eb siguris\u00eb n\u00eb Maqedoni, q\u00eb t\u00eb h\u00ebn\u00ebn edhe zyrtarisht, n\u00eb gjuh\u00ebn angleze e n\u00ebnshkruan kryetari i Republik\u00ebs s\u00eb Maqedonis\u00eb, Boris Trajkovski, lideri i VMRO-DPMNE-s\u00eb dhe kryeminist\u00ebr Lub\u00e7o Georgievski, lider\u00ebt e LSDM-s\u00eb Branko C\u00ebrvenkovski, t\u00eb PPD-s\u00eb Imer Imeri dhe PDSH-s\u00eb Arb\u00ebn Xhaferi.
