kompanin\u00eb e biznesmenit nga Kosova, Behgjet Pacolli.<\/p>\n Mabco Construction dhe YDA Group aplikuan bashk\u00eb p\u00ebr t\u00eb marr\u00eb koncensionin n\u00eb fjal\u00eb duke regjistruar kompanin\u00eb \u201cVlora International Airport\u201d.<\/p>\n N\u00eb k\u00ebt\u00eb bashkim, turqit e YDA Group ishin ata q\u00eb kan\u00eb ekspertiz\u00ebn p\u00ebr nd\u00ebrtimin e aeroporteve pas k\u00ebt\u00eb kontrat\u00eb.<\/p>\n Eksperienca e deritanishme ka treguar se aksionet e kompanive q\u00eb kan\u00eb marr\u00eb nj\u00eb koncension me garanci t\u00eb mbulimit t\u00eb t\u00eb cil\u00ebt nuk iu p\u00ebrgjigj\u00ebn investimit t\u00eb zotuar pas n\u00ebnshkrimit t\u00eb Kontrat\u00ebs s\u00eb Koncesionit, kan\u00eb imponuar kalimin e kuot\u00ebs s\u00eb aksioneve nga YDA tek an\u00ebtari tjet\u00ebr i konsorciumit n\u00eb p\u00ebrputhje me p\u00ebrcaktimet e Kontrat\u00ebs s\u00eb Koncesionit dhe legjislacionit shqiptar\u201d, tha p\u00ebr BIRN Valon Lluka, administrator i \u201cVlora International Airport\u201d.<\/p>\n Skem\u00eb?<\/p>\n Ky nuk \u00ebsht\u00eb rasti i par\u00eb ku nj\u00eb kompani e huaj me ekspertiz\u00eb n\u00eb fush\u00ebn e operimit t\u00eb koncensionit t\u00ebrhiqet befas nga kontrata e garantuar edhe nga shteti shqiptar pasi e kan\u00eb fituar at\u00eb si partner\u00eb t\u00eb kompanive shqiptare duke b\u00ebr\u00eb q\u00eb t\u00eb dyshohet p\u00ebr nj\u00eb skem\u00eb t\u00eb mir\u00eborganizuar dhe paramenduar.<\/p>\n Nj\u00eb fakt i till\u00eb t\u00eb b\u00ebn t\u00eb vesh n\u00eb pik\u00ebpyetje q\u00ebllimin real t\u00eb angazhimit t\u00eb k\u00ebtyre kompanive n\u00eb kontratat koncensionare t\u00eb ofruara nga qeveria shqiptare, t\u00eb cilat duket se ofrojn\u00eb si kolateral vet\u00ebm eksperienc\u00ebn e tyre konsorciumit Catalyst Viva Das General Contracting Llc-Salillari shpk-Bee Tech-Violiap Ateve dhe Kastrati Group mes debateve dhe akuzave p\u00ebr nd\u00ebrhyrje direkte t\u00eb qeveris\u00eb n\u00eb favor t\u00eb k\u00ebtyre t\u00eb fundit.<\/p>\n Oferta e tyre u shpall fituese edhe pse m\u00eb her\u00ebt Agjencia e Prokurimeve Publike i kishte skualifikuar me argumentin se t\u00eb pakt\u00ebn nj\u00ebra nga kompanit\u00eb e konsorciumit nuk kishte eksperienc\u00ebn e nevojshme p\u00ebr mir\u00ebmbajtje t\u00eb rrug\u00ebve.<\/p>\n Aventura e arab\u00ebve t\u00eb \u201cCatalyst\u201d si
