Procedura e prokurimit ka qen\u00eb e negociuar pa publikim t\u00eb kontrat\u00ebs, \u00e7ka do t\u00eb thot\u00eb se ministria e ka kufizuar konkurrenc\u00ebn dhe i \u00ebsht\u00eb ofruar vet\u00ebm nj\u00eb kompanie p\u00ebr marr\u00ebveshje.

\nProkuroria e Kosov\u00ebs nuk ka dashur t\u00eb flas lidhur m\u00eb k\u00ebt\u00eb rast. Ka heshtur edhe Ministria e Pun\u00ebve t\u00eb Brendshme.
\n\u201cVeridos\u201d e ka furnizuar Kosov\u00ebn me pasaporta e let\u00ebrnjoftim edhe n\u00eb t\u00eb kaluar\u00ebn, derisa gara tenderuese ka qen\u00eb e hapur. Tender\u00ebt e fundit kan\u00eb qen\u00eb me afat tre vje\u00e7ar. N\u00eb vitin 2013 kan\u00eb qen\u00eb dy tender\u00eb t\u00eb realizuar t\u00eb k\u00ebsaj natyre, nj\u00eb p\u00ebr \u201cFurnizimi me let\u00ebrnjoftime elektronike dhe sisteme (softuer dhe harduer) p\u00ebr personalizimin e let\u00ebrnjoftimeve\u201d, n\u00eb vler\u00eb prej 7 milion\u00eb e 879 euro. Tjetri tender tre vje\u00e7ar \u00ebsht\u00eb quajtur \u201cFurnizim me Pasaporta Elektronike\u201d, dhe ka qen\u00eb n\u00eb vler\u00eb prej 6 milion\u00eb e 631 euro.
\nN\u00eb Planin e prokurimit q\u00eb kjo ministri e ka dor\u00ebzuar n\u00eb shkurt t\u00eb vitit 2016 n\u00eb Komisionin Rregullativ t\u00eb Prokurimit Publik, si \u201cNjoftim paraprak\u00eb\u201d, p\u00ebr k\u00ebt\u00eb tender kishte parapar\u00eb tri iniciativa t\u00eb ve\u00e7anta t\u00eb prokurimit, dhe jo nj\u00eb si\u00e7 ka proceduar.
\nSipas \u201cNjoftimit paraprak\u201d, nj\u00ebra iniciativ\u00eb \u00ebsht\u00eb quajtur \u201cFurnizim me patent\u00eb shofer dhe Mir\u00ebmbajtja e sistemi te personalizimit p\u00ebr patent\u00eb shofer\u201d, e dyta, \u201cFurnizimi dhe mir\u00ebmbajtja te sistemi te personalizimit te pasaportave\u201d dhe e treta \u201cFurnizim me let\u00ebrnjoftimeve dhe mir\u00ebmbajtja e sistemit t\u00eb aplikimit si dhe personalizimit t\u00eb let\u00ebrnjoftimeve\u201d.
\nPara pak koh\u00ebsh, Ministria e Pun\u00ebve t\u00eb Brendshme ishte p\u00ebrfshir\u00eb n\u00eb nj\u00eb skandal lidhur me nj\u00eb tender t\u00eb pasaportave.
\nTenderi p\u00ebr prodhimin e pasaportave biometrike t\u00eb kosovar\u00ebve, me vler\u00eb prej 14 milion\u00eb e 127 mij\u00eb e 3.24 euro u n\u00ebnshkrua n\u00eb dat\u00ebn 17 qershor n\u00eb vitit 2011 me kompanin\u00eb austriake OeSD-ja.
\nIshte parapar\u00eb t\u00eb ishte nj\u00ebri nd\u00ebr hapat kryesor q\u00eb do t\u00eb plot\u00ebsonte k\u00ebrkes\u00ebn e Bashkimit Evropian p\u00ebr liberalizimin e vizave, por doli t\u00eb jet\u00eb nj\u00eb nga skandalet m\u00eb t\u00eb m\u00ebdha.
\nKrahas procesit civil, t\u00eb cilin Kosova e humbi n\u00eb Arbitrazh, lidhur me k\u00ebt\u00eb rast \u00ebsht\u00eb mbajtur edhe nj\u00eb proces gjyq\u00ebsor, i cili ka p\u00ebrfunduar n\u00eb shkall\u00eb t\u00eb par\u00eb n\u00eb dhjetor t\u00eb vitit 2014.
\nSi pjes\u00eb e k\u00ebtij procesi, Natali Velija ishte d\u00ebnuar me 12 vjet burg nga Gjykata Themelore e Prishtin\u00ebs p\u00ebr veprat penale: krim i organizuar, pastrim i parave dhe mashtrim, nd\u00ebrsa m\u00eb pas ky d\u00ebnim nga Gjykata e Apelit i ishte ulur n\u00eb 8 vjet burgim p\u00ebr dy vepra penale \u2013 mashtrim dhe pastrim i parave.
\nEdhe t\u00eb akuzuarit tjet\u00ebr Fisnik Blakaj, i cili fillimisht ishte d\u00ebnuar me 11 vjet burg i \u00ebsht\u00eb zbutur d\u00ebnimi nga Gjykata e Apelit.
